Honiton Road “Moor Exchange” retail park plans set for approval

Final revised proposals for 12,400 square metre “town centre facilities” with 376 car parking spaces in Honiton Road trigger another public consultation five years after Exeter City Council granted outline planning permission for development.

Exeter City Council is set to approve final, revised plans for the construction of a 12,400 square metre retail park in Honiton Road for which it granted outline planning approval five years ago.

The development, referred to as Moor Exchange, is to provide three retail blocks and two drive-throughs, one selling coffee and the other fast food, alongside 376 car parking spaces.

The eight acre greenfield development site in Honiton Road lies beside a Brewers Fayre/Premier Inn development, south of the Met Office headquarters in Fitzroy Road.

The retail park will be anchored on its west side by an 8,750 square metre building containing five retail outlets, three of which will have mezzanine floors.

Two smaller retail outlets and the coffee and fast-food drive-throughs will be positioned on the north and south edges of the park, with vehicle parking in between.

Road access will be created by extending an existing spur from Fitzroy Road which leads to the Premier Inn car park. Pedestrian access from Honiton Road will also be provided.

It is more than six years since developers first applied for outline planning permission to provide what they called “town centre facilities” on the Honiton Road site in October 2019.

The application was made by Growen Estates Ltd, a company in the control of Cullompton developer Paul Scoble, and CPG Development Projects Ltd, which describes itself as “one of the largest privately owned property companies in the UK”.

It is involved in several factory sites and 21 large retail developments including Moor Exchange.

Growen Estates first brought forward detailed plans for the site in January 2023, three years after Exeter City Council’s planning committee approved the outline application in January 2020.

It subsequently made revisions to its plans in 2024 and earlier this year, before submitting final detailed development proposals late last month, triggering a new public consultation which runs until the end of this week.

The application will be considered by council planning officers at a later date.
