The first of eight pre-commencement planning conditions imposed by Exeter City Council on the redevelopment of Harlequins shopping centre has been discharged, with several others pending.
Condition three, requiring approval of a written scheme of archaeological work before works commence, was discharged in July.
The scheme’s developers have also applied for the discharge of conditions four and nine, condition eight and conditions six and seven.
The council planning committee originally approved the shopping centre demolition and redevelopment nearly four years ago, in the face of vociferous local opposition.
The plans for a hotel and 251 “co-living” units in two six and seven storey blocks in Paul Street were described as “warehousing for people” which would be student accommodation “in all but name”.
The council then approved revised plans which replaced the hotel with a second co-living block in November the following year.
It granted full planning consent for the revised plans in January 2022, so the developers now have just under five months in which to satify all the pre-commencement conditions and start work to avoid planning permission lapsing early next year.
